The rubber coat and leather helmet are typical of American city fire departments in the 1910s to 1930s, and the ladder itself is a period timber pattern with rung-to-beam joints modelled in.

Use him against a tenement or shop facade with smoke effects, beside a period pumper, or as part of a multi-figure crew on an interwar street diorama.
