A city police officer of the early 1920s standing on a cobbled round base, drawing a wooden nightstick up across his chest as if about to move a crowd along. His stance is planted and squared, chin level, expression flat and businesslike.

The uniform is the full period kit: a peaked cap with a metal badge, a long double-breasted tunic buttoned to the throat, breeches, and tall laced boots. A leather Sam Browne belt with a diagonal shoulder strap carries a holstered revolver, a pouch and the baton's leather frog.

He belongs on any Prohibition-era or interwar street scene: outside a speakeasy raid, on a station platform, working a picket line, or standing traffic duty on a busy corner. He works equally well as a background figure on a 1920s and 1930s layout or as a law-side model on a gangster-era skirmish board.
